The Virginia Colony governor established four incorporations in the year 1619. These were known as citties and will later form the basis for colonial representative government in the House of Burgesses. The House of Burgesses was the continents first assembly of elected English colonial representatives. The area that will later be referred to as Norfolk was put under the Elizabeth Cittie incorporation.

Norfolk has a large amount of riverfront and bayfront property. These waterways have been essential for trades across the Mid-Atlantic, Mid-West and even globally. The deep-water channels of Chesapeake Bay are a major trade artery and location for the US Navy.

The metro area is a main military hub in addition to being a cultural and commercial hub. The city of Norfolk is home to the Naval Station Norfolk, which is located on Sewell's Point Peninsula in the city's northwest corner. In addition to being the headquarters of the United States Fleet Forces Command, the Station is the headquarters of the United States Joint Forces Command and the Allied Command Transformation, and home port for the Second Fleet. The fleet is made up of 132 aircrafts and 75 ships.
